Are you talking about the ones that hang over the road just before the CT weight station?

Those are for Pre-Pass. its like EZ pass, but there is scales in the road that weigh the truck and it signals the truck info to let them bypass the weigh station

I hope new haven doesn't I run 3 red lights every morning. There is no point to have lights not flashing at 5 am.

the cameras are everywhere.
they are not speed cams yet, but they are capable of being upgraded to that functionality very easily.

britain (as in england) has an assload of speed cams though

those cameras are soley designed for traffic monitoring. ie see if there is a accident no one reported or there is a traffic jam. they have too wide angle of a view + they are too high to properly zoom in on plates. now if you notice those white boxes on the same poles, angled down. those are taking speeds. if you need any proof on that, i recommend installing google earth and enable traffic feature.

as for speed cams they are pretty obvious like red light cams. they are about 10 ft high and enclosed in a bulky box. some may or may not have flash's on them as well.
